Evaluating Potential Performance Measures for Congestion and System Performance

Moving Ahead for Progress in the 21st Century (MAP-21) sets national goals for congestion reduction and system performance. It also requires the U.S. Department of Transportation (DOT) to establish performance measures for these goals to help guide federal investment. This document summarizes discussions held during a June 20, 2013 workshop focusing on potential performance measures. Participants included: Senate staff, U.S. DOT leaders, state DOT representatives, metropolitan planning organizations, and public and private groups interested in MAP-21 implementation.
