THE ARTICLE EXAMINES THE REASONS THAT HAVE BEEN ADVANCED TO JUSTIFY A NEW TOWNS POLICY IN TERMS OF THE NATIONAL PUBLIC INTEREST RANGING FROM THE ECONOMIC TO THE SOCIAL TO THE ENVIRONMENTAL.
