REMOTE LAND: DEVELOPMENT OR EXPLOITATION?

THE LAND DEVELOPMENT INDUSTRY IS EXAMINED AS TO THE MOTIVATION OF THE PURCHASER, THE ACQUISITION OF SUITABLE LAND BY THE DEVELOPER, THE DEVELOPMENT, OR LACK THEREOF, OF THE PROPERTY, AND THE SALES AND PROMOTIONAL ACTIVITIES INVOLVED. TWO EXAMPLES OF SUCCESSFUL LAND DEVELOPMENTS ARE DISCUSSED. ANTELOPE VALLEY IS A DESERT SITE WHICH HAS NO DEVELOPED WATER SUPPLY, UNCERTAIN FIRE PROTECTION, NO GAS, ELECTRICITY OR TELEPHONE SERVICE, INADEQUATE ROADS, AND NO PUBLIC TRANSPORTATION. CANYON LAKE, A RECREATIONAL DEVELOPMENT, HAS BEEN THOROUGHLY PLANNED, AND INCLUDES PAVED ROADS, UNDERGROUND UTILITIES, AND 14 LAKE ACCESS AREAS FOR BOATING, GOLFING, CAMPING, SWIMMING, AND COMMUNITY RECREATION CENTERS. PLANNING AND CONTROL OF LAND DEVELOPMENTS IS NEEDED TO PROTECT THE PURCHASER AND THE ENVIRONMENT AND TO MAINTAIN PROFESSIONAL STANDARDS IN THE INDUSTRY. THE WESTERN DEVELOPERS COUNCIL HAS BEEN CREATED FOR THIS PURPOSE. IT REQUIRES THE USE OF PROFESSIONAL PLANNERS, FULL DISCLOSURE OF ALL CONDITIONS, FACTUAL ADVERTISING, AND A 14-DAY CANCELLATION PERIOD. STATEMENTS MAY NOT BE MADE TO POTENTIAL BUYERS REGARDING SPECIFIC RATE OF FUTURE VALUE APPRECIATION BECAUSE, IN MANY CASES, SUCH INVESTMENT CLAIMS ARE UNSUPPORTABLE.
