ROLE OF A GENERAL HIGHWAYS CONSULTANT IN A DEVELOPING COUNTRY

A DESCRIPTION IS GIVEN OF THE FUNCTION OF A GENERAL HIGHWAYS CONSULTANT OF THE TYPE THAT IS BEING EMPLOYED IN AN INCREASING NUMBER OF DEVELOPING COUNTRIES. THE SITUATION ARISES WHERE SOME MEANS OF OBTAINING THE NECESSARY SKILLS TO IMPLEMENT THE PROGRAM OF DEVELOPMENT HAS TO BE FOUND, OR DEVELOPMENT HAS TO BE SLOWED DOWN. THE SOLUTION OFTEN ADOPTED HAS BEEN TO EMPLOY ADVISERS WITHOUT EXECUTIVE POWER BUT WHO HAVE THE NECESSARY EXPERIENCE AND EXPERTISE. THESE ADVISERS OVERSEE THE ACTIVITIES OF LOCAL COUNTERPART STAFF WHO ARE FREE TO ACCEPT OR REJECT THE ADVICE THEY ARE GIVEN AS THEY THINK DESIRABLE. CONSIDERATION IS GIVEN TO THE IMPACT ON HIGHWAYS OF SUCH SERVICES. /AUTHOR/
