THE ACHIEVEMENT OF OPPORTUNITY OBJECTIVES THROUGH TRANSPORTATION AND LAND-USE PLANNING

THE OBJECTIVES OF THIS STUDY ARE TO DEVELOP AN INDEX TO MEASURE INTERACTIVE OPPORTUNITY POTENTIAL AND TO UTILIZE THIS INDEX TO EXAMINE THE INTERRELATIONSHIPS OF LAND USE AND TRANSPORTATION SYSTEMS. THE OPPORTUNITY INDEX IS DEFINED AS BEING PROPORTIONAL TO THE NUMBER OF AVAILABLE JOB OPPORTUNITIES, WEIGHTED BY A SUPPLY-DEMAND TYPE MATCH FACTOR IN ALL POTENTIAL DESTINATIONS AND INVERSELY PROPORTIONAL TO THE SPATIAL IMPEDANCE, WHICH IS A FUNCTION OF TRAVEL DISTANCE, TIME, AND COST. THE METHODOLOGY TO BE DEVELOPED IN THIS STUDY WILL ENABLE THE RESEARCHER TO IDENTIFY AND EVALUATE THE OPPORTUNITY IMPACT OF TRANSPORTATION SYSTEM IMPROVEMENTS. THIS WILL PERMIT THE TRANSPORTATION PLANNER TO DESIGN THE TRANSPORTATION SYSTEM TO ACHIEVE HIGHER LEVELS OF EQUITY IN THE DISTRIBUTION PATTERN OF OPPORTUNITY IN THE URBAN AREA. /AUTHOR/
