URBAN PLANNING GUIDE

THE GUIDE IS INTENDED AS AN AID TO PLANNERS AND ENGINEERS IN THEIR PRACTICE OF URBAN PLANNING AND DEVELOPMENT AND AS A CHECK LIST FOR ANYONE RESPONSIBLE FOR THE COMPLICATED PROCESS OF FORMULATING PLANS FOR BUILDING CITIES. ITS PRIMARY PURPOSE IS TO SERVE AS A USEFUL AND CONSTRUCTIVE TOOL FOR THE CIVIL ENGINEER IN URBAN PLANNING, TO ENABLE OTHER CIVIL ENGINEERS, WHATEVER THEIR SPECIALITY, TO RELATE THEIR WORK TO THE BASIC PRINCIPLES AND BROADER OBJECTIVES OF GOOD URBAN PLANNING, AND TO BRING THE BACKGROUND OF THE CIVIL ENGINEER TO BEAR ON BOTH URBAN PROBLEMS TODAY AND THOSE OF THE FUTURE. THE GUIDE IS ARRANGED MUCH LIKE THE ELEMENTS OF A GENERAL OR MASTER PLAN OF A NEW TOWN OR EXISTING COMMUNITY, CITY, METROPOLITAN AREA, OR REGION. THE FIRST FOUR CHAPTERS DESCRIBE THE GENERAL PLANNING PROCESS, AND RESIDENTIAL, COMMERCIAL, AND INDUSTRIAL PLANNING. LATER CHAPTERS TREAT THE PUBLIC SERVICES IN A GENERAL PLAN: COMMUNITY FACILITIES AND PUBLIC WORKS, TRANSPORTATION PLANNING, AND CAPITAL IMPROVEMENT PROGRAMS AND FINANCING. THE FINAL CHAPTERS ARE DEVOTED TO PLAN IMPLEMENTATION AND A LOOK INTO THE FUTURE. /AUTHOR/
