CONTINUING TRANSPORTATION PLANNING IN MINNESOTA WITH EMPHASIS ON THE TWIN CITIES AREA

EARLY TRANSPORTATION PLANNING EFFORTS IN MINNESOTA ARE REVIEWED. THE TWIN CITIES COMPREHENSIVE PLANNING BEGAN IN 1958 WITH THE BEGINNING OF THE TWIN CITIES AREA TRANSPORTATION STUDY. ORGANIZATIONAL WORK FOR THE TWIN CITIES JOINT PROGRAM BEGAN IN 1961 AND THE PROJECT WAS INITIATED IN EARLY 1962. ALL OF THE METROPOLITAN AREA PLANNING ORGANIZATIONS AND HIGHWAY DEPARTMENTS ARE INCLUDED IN THIS ORGANIZATION. GENERAL REGIONAL DEVELOPMENT POLICY IS THE BASIS OF THE JOINT PROGRAM PLAN. THE TRANSPORTATION POLICIES ARE SPLIT INTO THREE GENERAL PARTS: GENERAL TRANSPORTATION POLICIES, HIGHWAY POLICIES, AND TRANSIT POLICIES. EXAMPLES ARE GIVEN OF THE POLICIES. JOINT PROGRAM PARTICIPANTS ACTIVELY FORMULATE THE CONTINUING PROGRAM EFFORT IN BOTH ORGANIZATIONAL AND TECHNICAL PROGRAMS. IMPLEMENTATION METHODS OF THE PROGRAM ARE DESCRIBED.
