THE CONTINUING URBAN TRANSPORTATION PLANNING PROCESS

COOPERATION IS RECOMMENDED BETWEEN THE STATE HIGHWAY COMMISSION AND ALL URBAN TRANSPORTATION PLANNING AGENCIES IN WISCONSIN. AN OVER-ALL STATE HIGHWAY PLAN IS NEEDED AS THE BASIS FOR BOTH LOCAL PLANNING AND BETTER COORDINATION AND DEVELOPMENT OF A TOTAL STATE TRANSPORTATION SYSTEM. THE STATE HIGHWAY PLAN WILL SERVE AS A FRAMEWORK FOR RECOGNITION OF LOCAL PLANNING AND FOR COORDINATION OF HIGHWAY PLANNING AT ALL LEVELS. FINANCING OF CONTINUING PLANS AND REACTION TO PLAN ACCEPTANCE ARE DISCUSSED. IT IS CONCLUDED THAT THE STATE HIGHWAY COMMISSION STAFF MUST WORK COOPERATIVELY ON A CONTINUING, COMPREHENSIVE BASIS WITH THE LOCAL UNITS OF GOVERNMENT SO THAT ALL PLANS DEVELOPED WILL BE ACCEPTABLE WITHIN AN OVER-ALL STATE-WIDE PLAN.
