Effective management for asset protection and development

Depot management style can determine to a great extent the life of a fleet, and have a direct impact on capital depreciation, patronage and most importantly, customer satisfaction. The purpose of this narrative is to highlight the steps Bombardier made in setting up an Asset Management Plan for the mature rolling stock fleet of Adelaide. It identifies the maintenance regime and some of the challenges with an existing fleet. The Vision and Objectives are detailed as well as some of the day to day maintenance activities such as Material Management and the use of a Computer Maintenance Management System (CMMS). Lastly, the developments being implemented by Bombardier on modern fleets, made in order to maximize the Asset’s performance and availability. Many depots operate efficiently, only few bear a resemblance to the performance of Adelaide’s heavy rail maintenance facilities, administered by Bombardier Transportation. From a seamless transition process through a full transformation, the realization of a safety culture in which employees have become owners of their own protection, marked the start of what later became a 100% increase in reliability and flawless availability figures over a period of 1530 days with an aging fleet. Capabilities and areas recognised as critical & core activities included transition in skills assessment, maintenance area reorganization and a driver-maintainer interface, these serve as the pillars of change. Along the way smart refurbishments have the potential to contribute to an improved aesthetically pleasing interior better for passenger access and travelling comfort. It has also created reliability improvements. This paper will present the Adelaide project as a case study and cover key areas including, customer requirements, transition management, Bombardier performance, key issues and the refurbishment and system improvement projects mentioned in the AusRail presentation.
