Meeting the challenges of rising costs and skills shortages in the Australian rail industry

This paper demonstrates how effective strategies are deployed to build personal and organisational effectiveness to meet the challenges of rising costs and skills shortage. It draws on experience in change management programs in Australian and International rail and minerals industries. The authors contend that capital investment must be matched by innovations that enhance personal and organisational effectiveness if the value of capital investments is to be realised. Rail executives speaking at AusRAIL 2006 in Brisbane in November 2006, all highlighted the impact on the rail industry of rising construction and operating costs compounded by the critical skills shortage. The paper addresses these concerns and is presented in two parts: part A - meeting the challenge of rising costs and part B - meeting the challenge of skills shortage
