Methodology Describing Procedures for Junction Treatment

The aim of this methodology is to determine the method of calculating the effectiveness of reconstructions of large at-grade unsignalled junctions. The calculation of effectiveness is based on the expected reduction of losses from road accident rate due to the reconstruction. In order to have junctions functional, the whole methodology contains the calculation of capacity, which is performed for the existing conditions in the design stage as well as for the designed conditions in the design stage. The calculation of losses from road accidents are performed on the basis accident data analysis or on the estimation of the expected number of accidents for a given design type. The methodology also includes an annex containing individual types of treatment in relation to accident types. The methodology allows to decide, whether a given type of treatment is able to bring sufficient social benefits or not (reduction of losses from road accidents is compensated by financial costs on the implementation of measures and their maintenance). It also allows to compare individual versions of treatment. This methodology brings a new approach dealing with potentially hazardous junctions on Czech road network in rural and urban areas. The new approach is based on the cost-benefit analysis for treatment of a given junction and benefits based on the reduced risk of road accident occurrence. Improvement of safety is closely related to the basic requirement of capacity, therefore, the evaluation of the quality of traffic in the design stage is included in the whole process. The project contributes to reaching the target of the National Road Traffic Safety 2011 – 2020, which aims to reduce the number of road fatalities to the average number of European countries and reduce the number of severe injuries by 40% by 2020.
