Identification of Critical Spots on Roads in Rural Areas: Methodology for Performance

Identifikace kritickych mist na pozemnich komunikacich v extravilanu: metodika provadeni

This methodology introduces on of the modern methods of the identification of critical spots on roads. This method is based on the use of the expected number of road accidents, which is determined by road traffic accident rate modelling (so-called prediction modelling). The procedures specified here are particularly focused on undivided roads in rural areas, but they can also by applied on junctions in rural areas, divided roads, road segments and junctions in urban areas. They aim to identify the spots which are critical due to effects of local risk factors generated by the road designs and the road environment. The methodology introduces a new approach to the identification of critical spots, which is based on the latest foreign experience, and which has not been used in the Czech Republic so far. The fundamental difference in comparison with the traditional methods is based on the use of the so-called expected number of accident for the accident rate prediction. Critical spots are currently identified on the basis of the recorded road accidents, which prevents from considering the effect of regression to the mean. The new method is based on statistical methods and provides more reliable results that the traditional methods.
