A CANADIAN TRANSPORTATION RESEARCH INFORMATION SERVICE FINAL REPORT EXECUTIVE SUMMARY

THIS REPORT ADDRESSES ITSELF TO SIX PROBLEMS ENCOUNTERED IN THE ESTABLISHMENT OF AN INFORMATION SERVICE IN CANADA FOR HANDLING TRANSPORTATION RESEARCH DATA. THE FIRST PROBLEM IS ONE OF DEFINITION. IN DISCUSSING THIS PROBLEM IT IS POINTED OUT THAT AN INFORMATION SERVICE SHOULD EXIST TO OPERATE AN INFORMATION SYSTEM WHICH PROVIDES ITS USERS WITH ALL OF THE RELEVANT INFORMATION AT THE TIME THAT IT IS VALUABLE. A SECOND CONSIDERATION IS THE PROBLEM OF SCOPE. IT IS CONCLUDED THAT THE CANADIAN TRANSPORTATION RESEARCH INFORMATION SERVICE (CTRIS) SHOULD PROVIDE BOTH RETROSPECTIVE SEARCH CAPACITY AND SELECTIVE DISSEMINATION OF INFORMATION. IN CONSIDERING THE PROBLEM OF NUMBERS, IT IS ASSUMED THAT CTRIS MUST: (1) BE CAPABLE OF HANDLING ABOUT 20,000 NEW ITEMS OF TRANSPORTATION INFORMATION PER YEAR, MOST OF WHICH WILL PROBABLY COME FROM INTERNATIONAL SOURCES; AND (2) PROVIDE THE MEANS FOR COLLECTING, ABSTRACTING, AND STORING OF ABOUT 500 NEW ITEMS OF TRANSPORTATION INFORMATION PER YEAR FROM CANADIAN SOURCES. THE NUMBER OF POTENTIAL USERS IS IN THE RANGE 2,000 TO 11,000 DEPENDING ON THE DEFINITION USED TO IDENTIFY THEM. THE NUMBER OF PROBABLE USERS IS ESTIMATED AT 1,200. THE FOURTH PROBLEM CONSIDERED IS THE ECONOMICS, COST, AND FINANCE OF CTRIS. THE INITIAL IMPLEMENTATION COST OF CTRIS IS ESTIMATED TO BE 113,000 DOLLARS, AND THE ANNUAL OPERATING COST OF CTRIS IN AN EARLY YEAR OF OPERATION IS ESTIMATED TO BE 215,000 DOLLARS. REVENUES ARE ESTIMATED TO BE IN THE RANGE OF 46,000 TO 60,000 DOLLARS PER YEAR. THE NECESSITY FOR FINANCIAL SUPPORT FOR THE IMPLEMENTATION AND OPERATION OF CTRIS IS RECOGNIZED. THE UNALLOCATED IMPLEMENTATION COST IS ESTIMATED AT 178,000 DOLLARS WHILE THE UNALLOCATED OPERATING COSTS IN AN EARLY YEAR OF OPERATION ARE ESTIMATED TO BE BETWEEN 155,000 AND 169,000 DOLLARS. THE FIFTH PROBLEM CONSIDERED IS ORGANIZATION. IT IS CONCLUDED THAT CTRIS SHOULD BE STRUCTURED AS A CO-OPERATIVE, DECETRALIZED ORGANIZATION INCLUDING THE NATIONAL SCIENCE LIBRARY AND OTHER INTERESTED ASSOCIATIONS, CORPORATIONS, AND GOVERNMENTAL AGENCIES. IT IS ALSO CONCLUDED THAT CTRIS SHOULD BE CONTROLLED BY AN INDEPENDENT BOARD OF DIRECTORS, BROADLY REPRESENTATIVE OF THE USERS OF THE SERVICE AS WELL AS THE MAJOR FINANCIAL SUPPORTERS. THE FINAL PROB CONSIDERED IS IMPLEMENTATION, WHICH IS DEALT WITH THROUGH THE FOLLOWING STEPS: (1) ESTABLISHMENT OF THE ORGANIZATION AND THE PROVISION OF FINANCIAL STABILITY FOR ITS INITIAL PERIOD OF EXISTENCE; (2) DEVELOPMENT OF THE INITIAL DATA BASE; (3) PROVISION FOR THE CONTINUING SUPPLY OF INFORMATION TO THE SYSTEM; (4) ESTABLISHMENT OF PROCEDURES FOR THE UPDATING OF FILES AND THE PROVISION OF SERVICE TO THE USERS; (5) DEVELOPMENT OF A CLASSIFICATION SCHEME; (6) TRIAL OPERATION OF THE RETROSPECTIVE SEARCH AND SELECTIVE DISSEMINATION OF INFORMATION CAPACITIES; AND (7) ANNOUNCEMENT, ADVERTISEMENT, AND PROMOTION OF THE SERVICE.
