REPORT OF THE COMMITTEE ON TRANSPORTATION RESEARCH INFORMATION SYSTEMS

IF THE NATIONAL INVESTMENT IN TRANSPORTATION RESEARCH AND DEVELOPMENT IS TO YIELD A COMMENSURATE RETURN, IT WILL BE NECESSARY TO INTRODUCE GREATER EFFICIENCY INTO THE ACCESSION AND TRANSFER OF TECHNICAL INFORMATION THAT IS GENERATED AND USED WITHIN THE TRANSPORTATION R&D COMMUNITY. RECOGNIZING THIS PROBLEM, THE GOVERNING BOARD OF THE NATIONAL RESEARCH COUNCIL ORGANIZED A STUDY GROUP TO DEFINE THE PROBLEM AND SUGGEST AN APPROACH TO ITS RESOLUTION. THE STUDY GROUP, COMPRISING REPRESENTATIVES OF TRANSPORTATION RESEARCH INFORMATION SYSTEMS, THE U.S. DEPARTMENT OF TRANSPORTATION, OTHER TRANSPORTATION AGENCIES, AND NRC STAFF, MET THREE TIMES IN THE FIRST HALF OF 1972; THIS REPORT PRESENTS THE FINDINGS AND CONCLUSIONS OF THE GROUP. IT IS CONCLUDED THAT THE TECHNICAL INFORMATION NEEDS OF THE RESEARCH COMMUNITY CAN BE MET EFFECTIVELY AND SERVED BEST BY A TRANSPORTATION RESEARCH INFORMATION SYSTEM THAT COMPRISES AN EVOLVING NETWORK OF SERVICES AND USERS AND WHOSE OVERALL SCOPE AND CAPABILITIES ARE COORDINATED AT THE NATIONAL LEVEL. FOUR MAJOR SYSTEM COMPONENTS ARE IDENTIFIED: THE USER COMMUNITY, THE INFORMATION, THE INFORMATION SERVICES, AND A SYSTEM COORDINATING GROUP. ON THE BASIS OF NEEDS IDENTIFIED BY THE STUDY GROUP, FIVE STEPS ARE RECOMMENDED FOR INITIAL IMPLEMENTATION OF THE SYSTEM, AND THE COSTS FOR EACH STEP ARE ALLOCATED. AN APPENDIX IDENTIFIES KNOWN INFORMATION SERVICES IN THE UNITED STATES AND ABROAD THAT PLAY A SIGNIFICANT ROLE IN THE WORLDWIDE TRANSFER OF TRANSPORTATION RESEARCH INFORMATION.
