PART 2 PRESENTS A COST-BASED HIERARCHY OF PUBLIC TRANSPORTATION FORMS FOR MEETING VARIOUS ROUTE OR SERVICE AREA PERFORMANCE LEVELS. SOCIO-ECONOMIC FACTORS AFFECTING PATRONAGE ARE REVIEWED. A GENERAL APPROACH FOR DEVELOPING PUBLIC TRANSPORTATION SERVICE POLICIES OR STANDARDS IN URBAN TRAFFIC CORRIDORS IS THEN PRESENTED AND ILLUSTRATED.
