OVER-THE-WATER PROGRAM DESIGN. VOLUME III: ESTIMATION OF POTENTIAL NATIONAL DEMAND

THE REPORT ESTIMATES POTENTIAL NATIONAL DEMAND FOR OVER-THE- WATER (OTW) APPLICATIONS OF URBAN MASS TRANSPORTATION. TRADE-OFFS THAT AFFECT COMMUTER MODE CHOICE ARE ANALYZED WITH REFERENCE TO CONVENIENCE, COST, AND THE AVAILABILITY OF TRANSFERS. THE SUPPLEMENTARY (NON-COMMUTER) MARKET IS ALSO EXAMINED WITH REFERENCE TO OFF-PEAK TRAVELERS, AIRPORT ACCESS, TOURISTS, AND PERSONS MOVING TO THE COUNTRYSIDE. ATTENTION IS GIVEN TO THE NATIONAL URBAN DEMAND FOR OTW SERVICE. DEMAND CHARACTERISTICS IN SEVERAL MAJOR CITIES ARE DISCUSSED, AND THE REPORT FOCUSES ON THREE POTENTIAL CANDIDATES FOR OTW DEMONSTRATION PROJECTS: SAN FRANCISCO, SEATTLE, AND NEW ORLEANS. NATIONWIDE DEMAND IMPLICATIONS ARE SUMMARIZED. /NTIS/
