THE PAPER, WHICH WAS INITIALLY PREPARED FOR THE SYMPOSIUM ON BALANCED URBAN TRANSPORTATION IN MELBOURNE, HELD IN APRIL 1970, SETS FORTH THE DEVELOPMENT TECHNIQUES USED TO PLAN THE 1985 HIGHWAY SEGMENT OF THE MELBOURNE TRANSPORTATION PLAN AND INDICATES THE PERFORMANCE CHARACTERISTICS THAT MAY BE EXPECTED IN THE DESIGN YEAR, WHEN THE POPULATION IS EXPECTED TO REACH 3.75 MILLION. DEVELOPMENT OF THE TRIAL PLANS PREPARED BY A SUBCOMMITTEE OF THE METROPOLITAN TRANSPORTATION COMMITTEE IS SUMMARIZED, AND VARIOUS ASPECTS OF THE FINAL PLAN DEVELOPMENT RELATING TO CODING, ASSIGNMENT, DESIGN STANDARDS, EVALUATION TECHNIQUES, GENERAL PLAN EVOLUTION, PLAN DESCRIPTION, AND EVALUATION SUMMARIES ARE DISCUSSED. /AUTHOR/
