REGINA TELEBUS STUDY: FINANCIAL REPORT

TELEBUS SERVICE IN REGINA HAS REDUCED THE TRANSIT SUBSIDY REQUIREMENT BY $45,000 OVER WHAT WOULD HAVE BEEN REQUIRED HAS THE SERVICE NOT BEEN IMPLEMENTED. THE RESULT WAS THAT OLDER AREAS OF THE CITY WHICH TRADITIONALLY HAVE HIGHER TRANSIT USAGE WILL HAVE A HIGHER STANDARD OF SERVICE AND WILL NOT BE SUBSIDIZING THE NEW AREAS. BEFORE TELEBUS, THE FIXED ROUTES WERE RECOVERING APPROXIMATELY 20% OF THEIR OPERATING COSTS. AT PRESENT, TELEBUS IS RECOVERING 60% OF THOSE COSTS. THE EXTRA COST PER REVENUE HOUR ($13.43 FOR TELEBUS VS. $11.74 FOR FIXED ROUTE BUSES) IS A RESULT OF THE DISPATCHING OPERATION REQUIRED BY THE NEW SERVICE. IN SPITE OF THIS, THE ADDED REVENUE MORE THAN OFFSETS THE ADDED COST OF THIS HIGH QUALITY SERVICE. INCLUDED IN THE REPORT ARE: 1) A COMPLETE ANALYSIS OF THE COST OF OPERATING THE TELEBUS SYSTEM; AND 2) AN EVALUATION OF THE EFFECT OF TELEBUS ON THE TRANSIT SYSTEM'S FINANCIAL PERFORMANCE.
