AN ECONOMIC AND TECHNICAL APPRAISAL OF AIR POLLUTION IN THE UNITED KINGDOM

THIS REPORT IS PART OF A STUDY AIMED AT ESTABLISHING THE RELEVANCE OF R AND D PROGRAMS IN THE ATMOSPHERIC POLLUTION FIELD. THE DOCUMENT EXAMINES THE ECONOMICS OF AIR POLLUTION AND USES A SIMPLE SYSTEMS ANALYSIS TO DEMONSTRATE THAT IN A CLOSED ECONOMY THE OPTIMUM STRATEGY FROM THE POINT OF VIEW OF THE AVERAGE TAXPAYER/INDIVIDUAL CITIZEN IS TO MINIMIZE THE SUM OF THE VARIABLE COST ELEMENTS OF POLLUTION DAMAGE TO HEALTH, MATERIALS, CORPS, ETC. AND CONTROL COST. THE SIGNIFICANCE OF INCLUDING SOCIAL AND MONETARY COSTS IN THE OPTIMIZATION IS DISCUSSED, AND IT IS CONCLUDED THAT THE INCLUSION OF SOME SOCIAL COSTS MAY NOT ALWAYS BE JUSTIFIED. THE BEST PRACTICAL STRATEGIES WILL BE CONSTRAINED AND HAVE TO DEVIATE FROM THE ECONOMIC IDEAL FOR A NUMBER OF REASONS. THE REPORT CONTAINS EVALUATIONS OF THE EXCESS COSTS RESULTING FROM AIR POLLUTION IN THE FIELD OF PAINTING, CLEANING AND LAUNDRY, EXTERIOR CLEANING OF BUILDINGS, WINDOW CLEANING, CORROSION, TEXTILE DAMAGE, CROP LOSSES, HEALTH EFFECTS AND AMENITY LOSSES. THE LATTER TWO SECTIONS CONTAIN SOME ORIGINAL DATA DERIVED ESPECIALLY FOR THIS STUDY. EFFECTS ON CLIMATE ARE ALSO DISCUSSED. THE SOURCE AND TYPES OF POLLUTION INCLUDING THAT FROM MOTOR VEHICLE, AND THE METHODS AND COSTS OF CONTROL ARE REVIEWED. /TRRL/
