SOCIAL CLASS AND THE PEAK-LOAD TRAFFIC PROBLEM IN LONDON: SUMMARY

IN A SHORT DISCUSSION OF THE INCREASING PROBLEMS OF PEAK HOUR TRAVELLING ON ROADS AND BY PUBLIC TRANSPORT IN LONDON, THREE PROPOSALS ARE MADE: (1) THAT EMPLOYERS SHOULD ALLOW STAFF FREEDOM TO CHOOSE THEIR OWN WORKING HOURS IN THE HOPE OF STAGGERING THE PEAK TRAVEL TIMES; (2) THAT FARES ON PUBLIC TRANSPORT SHOULD BE SIGNIFICANTLY LOWER FOR OFF-PEAK TRAVEL; AND (3) THAT THE BOROUGHS WITH RUSH-HOUR PROBLEMS SHOULD MAKE IT A CONDITION OF PLANNING PERMISSION FOR NEW OFFICES THAT THE PEAK TRAVEL HOURS SHOULD BE AVOIDED BY THE EMPLOYERS' IN DECIDING ON THE OFFICIAL WORKING HOURS.
