ENVIRONMENTAL IMPLICATIONS OF OPTIONS IN URBAN MOBILITY

THE REPORT DISCUSSES THE ISSUE OF AUTOMOTIVE POLLUTION AND NOISE IN THE WIDE CONTEXT OF LONG RANGE STRATEGIES FOR URBAN MOBILITY. THE MOST PROMISING SOLUTIONS TO THIS ISSUE IS IN INNOVATIVE LOW-COST IMPROVEMENTS IN EXISTING SYSTEMS, NOTABLY BUS PRIORITY SCHEMES, THE SEMI-METRO AND PUBLIC AUTOMOBILE SERVICE. IT IS SUGGESTED THAT AUTOMOBILE AND PUBLIC TRANSPORT BE CONSIDERED COMPLEMENTARY MODES AS THEY EACH SATISFY DIFFERENT TRAVEL REQUIREMENTS. A CONCERTED PROGRAMME OF DEMONSTRATION PROJECTS COVERING A WIDE SPECTRUM OF LOW-COST IMPROVEMENTS IN TRANSPORTATION, WOULD PROVIDE GOVERNMENTS WITH A RANGE OF ALTERNATIVES FROM WHICH TO PLAN A COMPREHENSIVE STRATEGY FOR URBAN MOBILITY. THE REPORT ON AUTOMOTIVE AIR POLLUTION AND NOISE (IMPLICATIONS FOR PUBLIC POLICY), DEALS WITH POLICY ISSUES RANGING FROM THE COST AND EFFECTIVENESS OF ALTERNATIVE TECHNOLOGIES OF VEHICLE EMISSION AND NOISE ABATEMENT, TO THE SCOPE AND METHODS FOR MINIMIZING POLLUTION BY CURTAILING THE USE OF CARS. THE NEED FOR INTERNATIONALLY UNIFORM VEHICLE STANDARDS IS CONSIDERED, AND THE RELATIVE MERITS AND DEMERITS OF REGULATORY AND ECONOMIC INSTRUMENTS FOR THE CONTROL OF AUTOMOTIVE POLLUTION AND NOISE IS WEIGHED. RECOMMENDATIONS ARE MADE ON SEVERAL ISSUES OF CONSEQUENCE TO INTERNATIONAL TRADE IN MOTOR VEHICLES. TRANSPORTATION AND LAND USE CONTROL STRATEGIES ARE CONSIDERED, AS IS ALSO THE LIMITATION OF THE USE OF LEAD IN MOTOR FUEL. APPENDICES ARE INCLUDED ON THE HEALTH EFFECTS OF AIRBORNE LEAD, NATIONAL VEHICLE EMISSION CONTROL REQUIREMENTS, THE TECHNOLOGY OF VEHICLE EMISSION CONTROL, THE TECHNOLOGY OF VEHICLE NOISE CONTROL, AND MOTOR VEHICLE INDICATORS.
