RECOMMENDED REVISIONS FOR THE NATIONAL CAPITAL INTERSTATE REGION'S PLANS TO IMPLEMENT THE NATIONAL AIR QUALITY STANDARDS

ATTAINMENT OF THE NATIONAL AIR QUALITY STANDARDS BY JULY, 1975 REQUIRES, IN 1973, A 53 PERCENT REDUCTION IN HYDROCARBON AIR POLLUTION AND A 37 PERCENT REDUCTION IN CARBON MONOXIDE AIR POLLUTION EMISSIONS. TO ACHIEVE THESE REDUCTIONS, THE AIR QUALITY PLANNING COMMITTEE RECOMMENDED THE IMPLEMENTATION OF THE FOLLOWING MEASURES: (1) CAR POOL LOCATOR SERVICE; (2) IMPROVED TRANSIT SERVICE, BUSWAYS, NEW BUSES; (3) INCREASED TERMINAL (PARKING) COSTS: (4) VEHICLE INSPECTION AND MAINTENANCE; (5) AND (6) RETROFIT PRE-1975 CARS AND LIGHT DUTY TRUCKS; (7) REDUCE GAS HANDLING LOSSES AT GAS STATIONS; (8) ELIMINATE DRY CLEANING LOSSES; (9) NIGHT DELIVERY BY HEAVY DUTY TRUCKS; (10) RECIPROCAL ENFORCEMENT OF PARKING TICKETS. THE REPORT ALSO CALLS FOR MEASURES AT THE FEDERAL LEVEL, PRIMARILY BY EPA.
