DON'T LEAVE IT ALL TO THE EXPERTS

SUGGESTIONS DISTILLED FROM EXPERIENCES OF MANY ORGANIZATIONS ARE PRESENTED IN THIS BOOKLET DESIGNED FOR GROUPS ACTIVE IN PURSUIT OF A BETTER ENVIRONMENT. CITIZEN ACTION GROUPS CAN PERFORM THREE FUNDAMENTAL MISSIONS NAMELY: ENSURE ADEQUATE LAWS AND APPROPRIATIONS FOR ENVIRONMENTAL PROTECTION, ENCOURAGE CONTROL AGENCIES AND POLLUTERS TO COMPLY WITH ENVIRONMENTAL LAWS, AND PROVIDE PUBLIC INFORMATION ON ENVIRONMENTAL PROGRAMS. IT IS THE RESPONSIBILITY OF SUCH GROUPS TO OBTAIN AND EVALUATE INFORMATION ON THE COMMUNITIES' ENVIRONMENTAL LAWS, THE ADMINISTRATION OF THE LOCAL ENVIRONMENTAL ARENA, THE PROBLEMS FACING THE LOCAL COMMUNITY AND STATE, AND THE BUDGETS OF THE STATE AND LOCAL AGENCY. FAMILIARITY WITH LAWS AND REGULATIONS IS ESSENTIAL. CONTROL AGENCIES SHOULD HAVE ADEQUATE LEGAL POWERS AND USE THEM. TO BE EFFECTIVE, CITIZEN GROUPS MUST HAVE POSITIVE ACTION PROGRAMS. THE ENVIRONMENTAL PROBLEM MUST BE CAREFULLY ASSESSED AND ITS ROOTS IDENTIFIED. THE QUESTION OF WHAT OBJECTIVES, IF ACHIEVED, WILL BE MOST BENEFICIAL TO THE COMMUNITY IS IMPORTANT. THE INTERRELATED NATURE OF ENVIRONMENTAL PROBLEMS IS STRESSED. FINANCIAL NEEDS SHOULD BE COMMUNICATED TO MEMBERS, THE PUBLIC, AND LEGISLATIVE BODIES. THE NEED FOR LOBBYING IS DISCUSSED AS IS ALSO THE NEED TO INFORM THE PUBLIC OF THE GROUPS ACTIVITIES. INFORMATION TECHNIQUES SUCH AS THE PUBLICATION OF NEWSLETTERS, RELATIONSHIP WITH THE COMMUNICATION MEDIA, AND PUBLIC HEARINGS ARE DISCUSSED IN DETAIL. THE CITIZEN'S KNOWLEDGE OF HIS RIGHTS IS IMPORTANT. THESE INCLUDE THE RIGHT OF THE PUBLIC TO HAVE ACCESS TO GOVERNMENT INFORMATION AND THE RIGHT TO TAKE COURT ACTION.
