This paper examines the potential benefits and costs of the imposition of a Certificate of Professional Competence (CPC) in the European Union (EU), which commenced in 2007. The analysis begins with a review of the justification, formulation, design and implementation of the EU CPC; examines the available information on the impacts that the CPC is having on the freight trucking sector in Europe; and concludes with a discussion of policy and benefit-cost issues surrounding the EU CPC.
