THE SYSTEMS APPROACH TO URBAN PLANNING - A PRELIMINARY REPORT

A DESCRIPTION IS GIVEN OF THE SYSTEMS APPROACH TO URBAN AND REGIONAL PLANNING, WHICH ALLOWS THE PROBLEM TO BE CONSIDERED AS A WHOLE, INCLUDING SOCIAL AND ECONOMIC ASPECTS. ALL RELEVANT FACTORS MAY BE LOOKED AT TOGETHER AND THE CONSEQUENCES OF THEIR INTERACTIONS EVALUATED. THE STRUCTURE OF THE SYSTEM IS ANALYZED AND SUITABLE GROUPINGS OR SUBSYSTEMS ARE IDENTIFIED. COMPREHENSIVE AND POWERFUL NEW MATHEMATICAL MODELS RELATING THE VARIOUS PARAMETERS ARE FORMULATED WITHIN A MATHEMATICAL PROGRAMMING CONTEXT, AND THEIR USE IN PROVIDING INFORMATION FOR DECISION IS DESCRIBED. WITH THE AID OF THESE MODELS, THE NECESSARY ACCURACY OF DATA AND THE CONSEQUENCES OF CHANGES IN PLANNING CONSTRAINTS AND IN DESIGN PARAMETERS MAY BE DETERMINED, AND AN OVERALL OPTIMUM DESIGN MAY BE EVOLVED. THE MODELS MAY BE APPLIED AT A HIERARCHY OF LEVELS FROM REGIONAL PLANNING TO LAYOUTS FOR BUILDING GROUPS. THE APPLICATION OF THE APPROACH TO DEVELOPMENT OF THE NORTHERN AND WESTERN SECTORS OF MELBOURNE IS CONSIDERED IN AN APPENDIX, THE OBJECTIVE BEING TO DETERMINE A PLAN OR PLANS WHICH WILL PROVIDE FOR GIVEN STAGES OF POPULATION GROWTH AND GIVEN LEVELS OF BENEFITS TO THE COMMUNITY AT MINIMUM OVERALL COST. /AUTHOR/
