IMPROVED DISPOSITION OF TRAFFIC CASES

THE STUDY EXAMINED CURRENT PRACTICES WITHIN THE UNITED STATES FOR THE PROCESSING OF TRAFFIC CASES IN ORDER TO IDENTIFY PROMISING NEW APPROACHES FOR IMPROVING THE DISPOSITION OF TRAFFIC CASES. THE STUDY RESULTS ARE PRESENTED IN THREE VOLUMES: A SUMMARY VOLUME AND TWO REFERENCE VOLUMES. THE PRESENT REFERENCE VOLUME CONTAINS THE RESULTS OF IN-DEPTH CASE STUDY OF THE ADMINISTRATIVE TRAFFIC CASES ADJUDICATION SYSTEM NOW OPERATING IN NEW YORK CITY (NYCAAS). THE CASE STUDY DESCRIBES THE LEGAL AND SOCIETAL ENVIRONMENT OF THE SYSTEM, THE SYSTEM'S FUNCTIONS AND PROCEDURES, AND PRESENTS THE RESULTS OF A PRELIMINARY SURVEY OF THE ATTITUDES OF THE GENERAL POPULATION AND OF THOSE WHO HAD BEEN DEFENDENTS IN HEARINGS CONDUCTED BY THE NYCAAS. REFERENCE VOLUME I CONTAINS THE RESULTS OF A LITERATURE SEARCH, A MAIL SURVEY, AND A STATUTE SEARCH CONDUCTED TO IDENTIFY AND DESCRIBE INNOVATIVE METHODS FOR PROCESSING TRAFFIC CASES. /AUTHOR/
