AN OUTLOOK OF RECENT STUDIES IN JAPAN ON COUNTER MEASURES AGAINST EARTHQUAKE AND STORM (MAINLY, STUDIES DONE IN GOVERNMENT ORGANS)

AN OUTLINE OF RECENT STUDIES, MAINLY AT GOVERNMENTAL ORGANS, ON STORM AND EARTHQUAKE COUNTERMEASURES IS COMPLEMENTED BY A DESCRIPTION OF GENERAL TENDENCIES, THE ORGANIZATION OF RESEARCH, BUDGET, AND PRINCIPAL RESEARCH PROBLEMS. IN ADDITION TO HER INIMICAL GEOGRAPHY, AND AS AN ADJUNCT TO RAPID INDUSTRIAL GROWTH, JAPAN HAS INVESTED IN LARGE-SCALE CONSTRUCTION ALL OVER THE COUNTRY (INTENSIFICATION OF URBAN FACILITIES, CONCENTRATION OF ENORMOUS INDUSTRIAL ESTABLISHMENTS IN COASTAL REGIONS), SO THAT THE RISK OF DISASTER FROM STRONG EARTHQUAKES AND HEAVY STORMS HAS INCREASED IN SPITE OF TECHNICAL DEVELOPMENT. THE JAPANESE GOVERNMENT THEREFORE, ATTACHES GREAT IMPORTANCE TO SEISMIC STUDIES IN THESE ASPECTS. FIRST, WITH RESPECT TO PREVENTION OF SEISMIC DAMAGE, A SERIES OF DISASTROUS EARTHQUAKES IN RECENT YEARS HAS SPURRED A NEW PERIOD OF RESEARCH ACTIVITY IN VARIOUS SCIENTIFIC FIELDS, AIMING AT INTENSIFICATION OF THE OBSERVATION OF STRONG-MOTION EARTHQUAKES, AT EXPERIMENTAL AND THEORETICAL STUDIES ON ANALYSIS OF OSCILLATIONS IN ELASTIC AND PLASTIC CONSTRUCTIONS, AT DEVELOPMENT OF DYNAMIC DESIGN AND IMPROVEMENT OF STANDARDS FOR STRUCTURAL DESIGN, AT POPULARIZATION OF THESE, AND AT PREDICTION OF EARTHQUAKES. SECONDLY, WITH REGARD TO PREVENTION OF DAMAGE BY HEAVY WIND, RESEARCH ACTIVITIES ARE BEING CONDUCTED TO IMPROVE STRONG-WIND OBSERVATIONS, KNOWLEDGE OF THE INFLUENCE OF WIND LOADS ON VARIOUS STRUCTURES, ANALYSIS OF DYNAMIC OSCILLATIONS, AND STANDARDS IN STRUCTURAL DESIGN; ALL THESE STUDIES ARE NECESSITATED BY THE INCREASE OF SKYSCRAPERS IN CITIES AND BY CONSTRUCTION OF VERY TALL BRIDGES WITH LONG SPANS. /AUTHOR/
