MUNICIPALTIES AND HIGHWAY LAWS

PROCEDURES ARE DISCUSSED FOR ACQUIRING THE NECESSARY URBAN DATA TO IMPROVE URBAN TRANSPORTATION IN CONJUCTION WITH THE INTERSTATE HIGHWAY SYSTEM. A COMMITTEE HAS BEEN FORMED COMPOSED OF REPRESENTATIVES OF SIX NATIONAL ORGANIZATIONS AND THE BUREAU OF PUBLIC ROADS TO DEVELOP STANDARDS AND PROCEDURES FOR SURVEYING AND EVALUATING THE ENGINEERING, TECHNOLOGICAL, FINANCIAL, AND ASPECTS OF URBAN HIGHWAYS AND TRANSPORTATION. THE COMMITTEE IS PREPARING A MANUAL ON THE LEGAL ASPECTS OF URBAN TRANSPORTATION TO FURNISH A GUIDE FOR A SURVEY OF ALL THE LEGAL TOOLS IN A PARTICULAR CITY. THE TENTATIVE DRAFT OF THIS MANUAL DIVIDES THE LEGAL ASPECTS OF URBAN TRANSPORTATION INTO THREE PARTS: (1) LAND USE AND DENSITY CONTROL, (2) CONTROL OVER PROVISION OF FACILITIES. AND (3) AUTHORITY GOVERNING USE OF FACILITIES. ZONING LAWS AND PROVISIONS ARE DISCUSSED. ANOTHER LEGAL TOOL IS SUBDIVISION REGULATIONS TO CONTROL TRAFFIC GENERATORS. INDIRECTLY, ASSURE CONFORMITY WITH EXISTING AND PLANNED STREET PATTERNS, AND PROVIDE TRANSPORTATION FACILITIES ACCORDING TO ACCEPTABLE STANDARDS. OTHER LEGAL TOOLS DISCUSSED ARE: MAPPED STREETS, SLUM CLEARANCE, URBAN REDEVELOPMENT, AND URBAN RENEWAL. IT IS CONCLUDED THAT HIGHWAY LEGISLATION SHOULD BE GIVEN TOP PRIORITY FOR CONGRESSIONAL CONSIDERATION.
