DIVERGENCIES: CAUSES AND CURES

DIVERGENCIES BETWEEN APPRAISERS IS OF GREAT CONCERN TO THOSE IN THE FIELD OF VALUATION, JUST COMPENSATION, AND ADVOCATES OF THE CAPITALISTIC SYSTEM. SINCE APPRAISERS ARE JUDGING A SITUATION WHICH CANNOT BE MEASURED WITH PRECISION AXIOMATICALLY, THE VALUATIONS CAN VARY. ANOTHER DIFFERENCE CAN BE ATTRIBUTED TO HIGHLY SPECIALIZED KNOWLEDGE. HONEST DIFFERENCES OF OPINION ALSO APPEAR. CONFLICTING ASSUMPTIONS ON THE CHANGE OF LAND USE ON THE THEORY OF HIGHEST AND BEST USE OF LAND ALSO RESULT. SUGGESTIONS ARE MADE ON LEGISLATION AND APPRAISAL TECHNIQUES TO STANDARDIZE APPRAISALS.
