Empirical Analysis for Promoting Compact City of Sapporo by Network DEA

ネットワークDEAによる札幌市の都心回帰促進方策に関する実証分析

In this study, as to accelerate further urban-center-returning moves, while focusing on conveniences of residential environment, public transport and vehicles in all areas of Sapporo, those efficiency are comprehensively evaluated using Network data envelopment analysis (DEA) Model. As the result, the current urban structure in suburban areas has the same convenience values of the city center or greater than those of the city center. In contrast, the urban structure in near city center does not have convenience values as much, which means that convenience values of residential environment and public transport do not relatively match housing expenses considering land values and distance from the city center.本研究では更なる都心回帰の促進を目的として、札幌市の各地域の住民生活の利便性、都心部への公共交通利便性、自動車利便性に着目し、ネットワーク DEAを用いて効率性の観点から総合的に評価を行った。その結果、札幌市の現状の都市構造は、郊外部においては都心部と同等以上の利便性を享受できる都市構造を有しており、一方、都心部に近い地域では、地価や距離に対して、相対的に住民生活や公共交通の利便性は、居住費に見合った利便性を享受されていないことが、明らかになった。また、都心部近郊の利便性向上について、ネットワーク DEAを適用することにより、地価の値下げによる改善と公共交通サービス改善の必要性を示唆できた。
