FRONTAGE ROADS AND STREETS. A REPORT OF MICHIGANS PROCEDURES FOR THE TRANSFER OF ADMINISTRATIVE RESPONSIBILITY TO LOCAL GOVERNMENTS

MICHIGAN STATE HIGHWAY ACTS PERTAINING TO THE ALLOCATION OF ADMINISTRATIVE AUTHORITY ARE REVIEWED. HIGHWAY ADMINISTRATIVE RESPONSIBILITIES ARE UNDER THE STATE HIGHWAY DIRECTOR AND PERFORMED BY THE LOCAL GOVERNMENT DIVISION THROUGH THE DEPUTY DIRECTOR FOR PLANNING AND GOVERNMENTAL LIAISON. THE LOCAL GOVERNMENT DIVISION ALSO APPRORTIONS THE FEDERAL-AID SECONDARY FUNDS TO THE 83 COUNTY ROAD COMMISSIONS AND PROCESSES ALL COUNTY FEDERAL-AID SECONDARY PROGRAMS. THIS HAD CREATED FOR THE STATE HIGHWAY DEPARTMENT A CLOSE WORKING RELATIONSHIP WITH THE COUNTY ROAD COMMISSIONS AND THE LEGISLATIVE BODIES OF INCORPORATED CITIES AND VILLAGES. COOPERATIVE PLANNING IS CONDUCTED BY THE STATE PLANNING DIVISION WITH LOCAL PLANNING COMMISSIONS AND ENGINEERING STUDIES CONDUCTED BY THE STATE ROUTE LOCATION DIVISION IN COOPERATION WITH COUNTY ROAD ENGINEERS, CITY AND VILLAGE ENGINEERS. INSPECTION OF COMPLETED CONSTRUCTION IS CONDUCTED JOINTLY. IN TRANSFERRING THE FRONTAGE ROAD OR STREET TO LOCAL GOVERNMENT, THE ENTIRE FACILITY INCLUDING ROADWAY, STRUCTURES AND RIGHT OF WAY, IS TRANSFERRED WITHOUT COST. AFTER THE TRANSFER IS EFFECTIVE, ALL ADMINISTRATIVE, MAINTENANCE AND FUTURE CONSTRUCTION OR UPGRADING RESPONSIBILITIES LIE WITH THE LOCAL GOVERNMENT.
