THE VALUE OF BILLBOARDS TO BUSINESS WAS DISCUSSED. THE SPECIFIC CASE IN POINT CONCERNS THE HAROLDS CLUB OF RENO, NEVADA. THEIR OUTDOOR ADVERTISING CAMPAIGN, STARTED IN 1941, HAS ALLOWED THEM TO CARRY OUT A NATIONWIDE ADVERTISING CAMPAIGN AT A REMARKABLE LOW COST. THE REPRESENTATIVE OF THIS COMPANY OBJECTED TO THE PUBLIC LAW THAT STATES THAT A BILLBOARD MUST BE PLACED 660 FT FROM THE NEAREST RIGHT OF WAY LINE. THIS LAW ALSO PROVIDED FOR JUST COMPENSATION FOR RELOCATION OF THE BILLBOARDS BUT DOES NOT GIVE THE CRITERIA FOR THIS ADJUSTMENT.
