TENANT RELOCATION AND THE HIGHWAY PROGRAM

THE FEDERAL-AID HIGHWAY ACT OF 1962 HAS PROVIDED, FOR THE FIRST TIME IN THE HISTORY OF THE FEDERAL-AID HIGHWAY PROGRAM , THAT FEDERAL FUNDS MAY BE USED TO FINANCE PAYMENTS FOR TENANT RELOCATION BECAUSE OF HIGHWAY CONSTRUCTION. THIS PROVISION IS EXPECTED RADICALLY TO AFFECT STATE RELOCATION PROGRAMS. THIS PAPER DISCUSSES THE HISTORY OF TENANT RELOCATION AS INFLUENCED BY THE HIGHWAY PROGRAM, THE PROVISIONS OF THE 1962 ACT, AND THE IMPACT OF THE FEDERAL LEGISLATION ON PRESENT STATE PROGRAMS. STEPS THAT HAVE ALREADY BEEN TAKEN ON THE STATE LEVEL ARE ALSO DISCUSSED.
