THE FAILURE MECHANISM OF THE FISSURED ROCK BASE OF A LOADING PLATE, UNDER THE ACTION OF VERTICAL AND SHEARING LOADS, IS CONSIDERED. THE PROCESS OF LOADING PLATE DISPLACEMENT UPON AN INCREASE OF THE HORIZONTAL LOAD CAN BE DESCIRBED ON THE BASIS OF AN ANALYSIS OF THE WORK DONE BY EXTERNAL AND INTERNAL FORCES. THE LIMITING RESISTANCE OF THE BASE TO THE HORIZONTAL LOADS IN SHEAR, ACCORDING TO THE FORMULA SET FORTH IN THIS PAPER, DEPENDS ON THE MAGNITUDE OF THE VERTICAL PRESSURE, THE INDICES, AND THE LOADING PLATE DISPLACEMENTS. A TEST PROCEDURE IS SUGGESTED FOR CARRYING OUT SLIDE EXPERIMENTS TO DETERMINE THE STRENGTH INDICES FROM THE DATA OF A SINGLE LOADING PLATE TEST; AN ANALYSIS IS SET FORTH OF THE DEPENDENCE OF THE GIVEN INDICES ON THE GEOLOGICAL AND HYPSOMETRIC CONDITIONS IN THE BASE, AND ON THE VERTICAL PRESSURE. /AUTHOR/
