Evaluation Index System Design of Comprehensive Transportation Using Balanced Scorecard
An effective comprehensive transportation plan is crucial to ensuring the social and economic growth of a region. This plan should be the consequence of the assessment of the current transportation systems. The current transportation plan cannot be used exactly in guiding transportation construction since the current evaluation indexes are isolated from the transportation planning. In order to provide the link between the plan and the evaluation tools, the proposal is to use the balanced scorecard which is proven to keep track of the execution of activities within control and monitor the consequences. In this paper, the authors built an evaluation index system of comprehensive transportation by using a balanced scorecard to keep track and monitor transportation construction and ensure the construction coincided with the transportation plan. They designed a new method to convert the transportation system strategies into a set of targets and developed evaluation indexes according to the targets.
