Parking Price Planning for Shanghai World Expo PR Travel
During special events such as world expo, short-term travel demand leads to a shortage of parking. Parking/Riding (PR) travel mode is considered to be a good way to relieve congestion. How to optimize a parking price plan is a challenging work, as drivers have different reaction to pricing. In this paper, World Expo parking price optimization model is proposed based on bi-level programming model framework. Multi mode travel model for private mobile is analyzed. Logit-based utility model, which considering driving time, parking fees, bus fees, travel expenses and other major factors, describes the behavior of travelers' choosing parking and it is the lower model of bi-level programming. The upper level model is established by considering system total travel time, parking fares and parking capacity constraints. The optimization model is applied in Shanghai World Expo parking planning research. The research indicates that optimal parking fare is able to balance parking demands for different parking lots.
