Application of Emergency Logistics Theory in Arterial Highway Emergency Management
The status of arterial highway management in China cannot react to disaster in time. To change this situation, emergency logistics theory is introduced into the process of emergency management. Based on the aim of quick response, two emergency management mechanisms are found. One is disaster prediction management system, and the other is post-disaster emergency management system. Furthermore, the operating process of emergency management mechanisms and the essential functions of core management are studied. Finally, a location and allocation model is set up for solving the storage problems of emergency resource. The principle of daily maintenance resource in combination with emergency resource is specifically shown in the modeling ideas.
