Transportation Model of Emergency Transportation Assurance System Based on the Fuzzy Risk Control Theory
After the "5.12 Wenchuan Earthquake" occurred, the transportation command and dispatch department transported a large number of disaster relief materials and personnel to the disaster areas via road transportation system in the shortest time and under minimum risk, which effectively supported the earthquake relief and post-disaster reconstruction work. Based on summing up and reflecting the emergency transportation assurance work of Wenchuan Earthquake and through studying the rough and multi-attribute decision-making theories and methods, the concept of fuzzy risk control theory and a mathematical model is set up in this paper, combining with GIS and GPS, which perfects the vehicle dispatch system for emergency transportation. All of these lead to set up a set of high-efficiency and low-risk emergency transportation assurance system in the shortest time after the emergency events occur.
