Model of Curb Parking Pricing Based on Parking Charge Purposes
In view of the fact that the curb parking pricing model based on the "sub-optimal pricing" theory in economics failed to manifest the charge price variance in the case of different zones, different road section and different parking time, this paper studied the urban curb parking charge purposes and accepted tolerance function by the urban traffic operation and statistical analysis to fact-finding and questionnaire for curb parking. According to different charge purposes and accepted tolerance function to parkers, two different computation models of curb parking pricing were set up, which were regulating the supply-demand relationship of parking berth and regulating parking behavior respectively. Combining the curb parking fact-finding in Suzhou and Wuxi city, the authors obtain the conclusions that the curb parking charge rate in Guanqian district which is center district of Suzhou is low 25%, the curb parking charge rate in urban district of Suzhou is high 14%, Wuxi business district curb parking charge is very reasonable. The conclusions agree with the actual situation, which could prove that the model is effective.
