One Year "WIM Direct Enforcement" Experiences in Czech Republic

The Czech Republic has become the first country in the world to allow the use of high speed weigh-in-motion (HS-WIM) systems for weighing road vehicles while the vehicles are moving along their routes. In 2011, various WIM systems were certified according to a Czech national regulation designed and elaborated by the Czech Metrology Institute (CMI), which considered important international documents used in the field of WIM. This regulation governs the testing of type approvals and verification. In this paper, the authors present the critical parts of the regulation regarding the metrological and technical requirements. They also describe simulated functional laboratory tests that were carried out for verification of system resistance to environmental effects as well as WIM tests conducted in road traffic, which a manufacturer applying for a type approval certificate or verification would undergo.
