A Dedicated Facility for Testing eCall End-to-End Performance

This paper describes development of an end-to-end performance testing capability for the Pan-European eCall system. eCall provides automatic crash notification through a digital message sent from a vehicle to a Public Safety Answering Point (PSAP) over a public mobile phone network. eCall standards are available and systems are being deployed within European pilot trials. However, characterising the performance of eCall in a robust and reproducible way under different conditions of signal quality and attenuation requires a dedicated testing environment. The paper describes how the innovITS ADVANCE track, with its extensive communications capabilities, is being developed to provide a comprehensive eCall testing facility. Results from some initial performance tests of eCall equipment are also discussed.
