A Prolific Partnership
In this article, the author discusses the role of public-private partnerships in developing and executing programs such as the processing and collection of parking tickets. Highlighted is the establishment of a partnership between Boston, Massachusetts' Office of the Parking Clerk and a business partner, intended to collect $66 million in parking ticket fines and fees and maintain the city's resident parking permit program. The article outlines the program's needs and governing regulations, discusses the value of partnering with the Registry of Motor Vehicles (RMV), and describes the importance of diligent online data storage and an archive system to organizational success. Also discussed is the necessity for transparent and clear evaluation criteria by which potential vendors are measured to ensure public trust as well as the need for clear articulation of subcontractor relationships in requests for proposals and contractor documents.
