French Eco-Tax Collection System towards EETS

The paper describes the Tax Collection Subsystem provided by Autostrade Tech to Ecomouv (both belonging to Autostrade per l’ Italia Group), the company in charge of development and operation of Écotaxe Project in France. Featured by significant improvements in the field of Electronic Fee Collection and generally towards European Electronic Toll Service (EETS) interoperability, the tax collection system is divided in two parts: On Board Unit (OBU) and Back Office. The OBU is technologically ready for all Dedicated Short Range Communication (DSRC) and Global Navigation Satellite System/ Cellular Network (GNSS/CN) future or already in place schemes in Europe, Italy and Russian Federation included. The Back Office can directly manage pre-pay accounts, as well as gather transactions from OBUs of post-paid accounts which are directly issued by third parties like Société Habilitée Télépéage (SHT) in the Écotaxe scheme, or EETS Providers,
