The Waikato Public Transport Network Review: a new look at supply and demand

In 2012 a strategic network review (SNR) of the Waikato public transport system began. The key purpose of the SNR was to review the public transport services of the Waikato region and determine an optimal future form to meet the needs of the region by taking account of urban and rural land use, population and demographic changes. The SNR was developed based on five key principles; a need to respond to differing regional needs, delivery of services in a collaborative model, ensuring Value for Money, implementing Best Practise and moving from a supply focused to a demand focused system. To enable the delivery of the SNR, a highly collaborative approach was taken with key community stakeholders. Stakeholders needed to endorse the key principles and sanction the change to the new network focus. As a result, new investment statements and evaluation tools were developed to underpin the new network design.
