Walk Cycle Waterloo Region - A Move Forward Plan for Mid-Sized Urban and Rural Communities

Walk Cycle Waterloo Region is a master plan to make it easier to walk, bike and roll in Waterloo Region. This plan continues a legacy of cycle planning in the Region and is its first Regional plan with a designated strategy for walking. The focus of this next generation plan is to translate good existing policy into measurable results. By 2031, the Region aims to see a walking and cycling mode share grow from 7.8% to 12% of PM peak hour trips. Among the strategies are 5 action plans, individually focused on: a Walking and Cycling Network, a Signage Strategy, a Winter Network, Behavioural Shift Programming and Performance Monitoring. Reviews of current policies and design for pedestrian and cyclists are also a part of the plan. This paper provides an overview of the progressive plan designed to achieve quantifiable results for walking and cycling in Waterloo Region. It focuses on those innovative strategies that can be modeled for many emerging communities in the rural and small-to-medium urban context; communities that recognize the benefits of active transportation - that it's not just for large cities.
