Transportation System Performance Assessment for Investing in Mobility

The City of Calgary is updating its 10-year capital transportation infrastructure plan, Investing in Mobility (2013-2022). To support the Transportation Strategy Division in the strategic plan process to determine the priority and timing of capital transportation infrastructure projects, the Forecasting Division of Transportation Planning Business Unit was asked to assess the impact of network improvement projects on the road network and transit network performance. This paper describes the method and process of transportation system performance analysis for the Investing in Mobility (2013-2022). Using the City of Calgary's Regional Transportation Model (RTM) and its current scenario series, a base year network of 2014 was first created. Initially, the Transportation Strategy Division selected potential projects to be evaluated using volume-capacity ratio maps and link volume maps from the base year along with select zone analysis maps for some major activity centres/corridors from the 2019 and 2076 horizon years. As a result of this preliminary assessment, twenty-seven candidate projects for network improvement were identified and incorporated in the base year network individually. System performance analysis was conducted for each candidate project by estimating savings in consumer cost and emissions. Finally, two scenarios of network improvement packages were created and examined. Analysis of mode split, emissions, and Vehicle-Hours-Travelled by commercial vehicles were used by the Transportation Strategy Division to help them make their prioritization decisions.
