Building the Plan It Calgary/CMP Scenario Series

In 2007, City Council directed that an integrated land use and transportation plan be developed that aligned with the long term sustainability plan and vision created in 2005. The process was called Plan It Calgary and resulted in the adoption of the Municipal Development Plan and the Calgary Transportation Plan by the city of Calgary council in September 2009. Upon approval, the key elements of the plans were incorporated into a time series of scenarios using the Calgary Regional Transportation Model (RTM).The Plan It scenario series investigates expected travel behaviour responses that will likely result from the implementation of the MDP and CTP. There were three major components of the series inputs - Land Use Assumptions; Transportation System Assumptions and Economic Assumptions and in total 8 scenarios have been created in two future Plan It scenario streams - LUN and Target. The series consists of 4 time horizons - 2019, 2029, 2039 and long range. The paper is intended to show the technical aspects of incorporating the Plan It Calgary assumptions into a scenario series and the challenges faced during this process - namely, how to reach the mode split targets in the adopted plan. It also touches the ongoing process of keeping the scenario series updated in order to serve its purpose as a strategic support tool for decision makers during the implementation of the CTP/MDP.
