Does law enforcement awareness affect motorcycle helmet use? Evidence from urban cities in Thailand
Helmet usage on motorcycles in Thailand is low, despite it being compulsory. This study looks at motorcyclists' awareness of the law and whether it affects their behavior. Approximately 60% of drivers and 28% of passengers reported that they always wore a helmet. Analysis showed that lack of awareness about the law was among the contributing factors to the lack of helmet usage. Helmet use was greater among those at higher-risk of being caught for non-helmet use. For motorcycle passengers, low helmet use was attributed to a lack of knowledge about the law or the belief that it was not enforced. To increase motorcycle helmet use in Thailand, it is necessary to increase the perceived risk of apprehension for non-helmet use and to improve awareness of the law.
