Peer Exchange Final Report, Baton Rouge, Louisiana, September –October 2003

Peer exchanges are generally conducted in an informal atmosphere and last 2-4 days. Techniques used to gather information include discussion of individual state practices, informal interviews with users of the Research, Development, and Technology products and brainstorming sessions on the focus areas of interest to the host state. Open ended questions are used during the interview sessions to solicit the strengths and weaknesses of the program form the user’s perspective. This peer exchange included presentations by Louisiana Transportation Research Center (LTRC) Administration, LTRC Research, LTRC Technology Transfer, California Department of Transportation (CALTRANS), Kansas Department of Transportation (DOT), Pennsylvania DOT and LTRC's Accelerated Loading Facility (ALF). Round table discussions were held on the following topics: self generated funding/research partnerships, performance measures/indicators, and research implementation, best practices.
