As key structures of the road network, bridges and tunnels require particular competences when it comes to their design, construction and operation. The necessity of a technical committee to handle specific aspects of road tunnels was established in the 1950s by Permanent International Association of Road Congresses (PIARC), and as such, the Road Tunnels Committee was created in 1957. Its activity was continued under this name continuously until 1996, at which point it took its current name of Technical Committee of Road Tunnels Operations; this name conveyed that its central focus was not on the construction of underground works, a topic treated boy International Tunneling and Underground Space Association (ITA), but rather on topics related to road use, including safety, geometry, equipment, operations, and environmental impacts.
